The team does not ship a test suite. It ships a product into a particular environment for particular people.

That is why release readiness cannot be reduced to the percentage of green checks.

Match the recommendation to the consequence

A feature available to ten internal users with an easy off switch has a different release boundary from an automated action affecting every customer. The same observed failure can lead to different recommendations depending on exposure, reversibility, and mitigations.

CARBON should consider severe failures separately from averages, inspect the relevance of the evidence, and examine monitoring and rollback readiness. A canary is not a magic compromise if nobody can detect the failure or contain its effects.

The report should explain the recommendation, its scope, what remains uncertain, and what observation would change the decision. A missing critical check is not made irrelevant by twenty easy passes elsewhere.
